Mr. Cotter joined the U.S. Treasury Office of Technical Assistance (OTA) in 2003, as part of a program to provide technical assistance through the placement of long-term, resident advisors to the Ministry of Finance or Central Bank of the host country. This includes resident positions in a range of countries across Asia, Africa, South America and the Middle East. In this capacity, Mr. Cotter advised counterparts on a variety of financial issues, including; government securities issuance and management, sovereign debt law, Sharia compliant financing , regional integration, and capital markets infrastructure design.
Prior to joining OTA, Mr. Cotter worked in government securities markets for more than 15 years including positions in trading, compliance, and management of government bond trading operations in Hong Kong, Tokyo, London and New York. He has Bachelor of Science from Vassar College in New York.
