Swatantra Anand Goolsarran

Anand Goolsarran has more than 30 years’ experience in public financial management. He served as Guyana’s Deputy Auditor General for three years (1987-1990), then Auditor General for approximately 15 years (1990-2005). He played a leading role in restoring public accountability in Guyana after decades of neglect, deterioration and eventually collapse; has developed a strong, credible, independent and effective legislative audit; and was the architect of Guyana’s Audit Act 2004.

In 2005, Mr. Goolsarran joined the United Nations as Executive Secretary of the UN Board of Auditors and Panel of External Auditors, a position he held for seven years before retiring. He also spent for two years (2002-2004) at the UN Peacekeeping Operations in Sierra Leone and Liberia as Chief Resident Auditor and served briefly at Afghanistan’s national audit office in 2015 as International Audit Expert.

In 2012, Mr. Goolsarran became an anti-corruption advocate, first as Vice-President of the Transparency Institute Guyana Inc., then President. He is a leading voice on good governance, transparency and accountability issues, and his views are often sought by the Government, the political Opposition and the media.  Mr. Goolsarran has authored three books on accountability issues with specific reference to Guyana, in addition to several published articles on the subject. He is also the author of the publication titled “Triumph of Democracy and the Rule of Law: Guyana 2020 Elections and their Aftermath”.

Mr. Goolsarran is currently a weekly columnist in one of Guyana’s independent newspapers. His column is entitled “Accountability Watch”. He has also completed several PFM assignments for the Guyana Government and the European Union in Guyana, and has made several presentations over the years at ICGFM conferences. 

Mr. Goolsarran is a Chartered Accountant with an MBA, DBA and a master’s degree in international business law.
