Dr. Garcia has a PhD in Economics. Originally from Bolivia, Dr. Garcia started her career serving multilateral organizations such as the Organization of American States (OAS), the Inter-American Development Bank (IDB), and the World Bank working on topics such as public finance and tax administration, decentralization, and time series econometrics. She transitioned to the USAID and MCC consulting world about 20 years ago, and has worked in about 21 countries, spread out in Latin America, Africa, Eastern Europe, Asia, and the Middle East.   She worked on developing one-stop-shops in customs and decentralization efforts, provided advise on strategic planning for policy reform, led a project on tax collection streamlining, and assisted with strengthening dialogue between local and national operational units.  She rose to lead economic growth and governance, and monitoring and evaluation practice areas for implementing and evaluation partners. Most recently she was Vice President of Economic Growth and Governance at DT Global.  In this capacity, she managed the strategic direction, and management of a portfolio of programs focused on policy reform, institutional strengthening, and digitization efforts, among other thematic areas.  In her new role at DT Global, as Lead Economist, she currently focuses on technical best practices from project innovations, provides technical direction on project design, and serves as advisor.
