Temistocles Rosas graduated from the Universidad Santa Maria la Antigua with a degree in Finance and Banking. He holds a Master's Degree in Business Administration with an emphasis in Marketing from the Latin American University of Science and Technology (ULACIT) and a Postgraduate Degree in Auditing from the American University of Washington, D.C.

He has held the public positions of Head of the Department of Auditing Standards in the Office of the Comptroller General of the Republic, Vice Minister of Commerce and Industries, Director General of the National Institute of Vocational Training and Training for Human Development (INADEH) and Vice President of Administration and Finance of the Tocumen International Airport.  He was Treasurer Director of the Panamanian Housing Bank and is currently Managing Partner of the Consulting Plus Firm, Associate Consultant of Grupo Siuma, Director of Grupo Mundial and Director of the Panamanian Credit Association – Intelidat. He also participates as Director of the Board of Directors in companies linked to the logistics transport, agribusiness and real estate development sectors.

He held the Presidency of the Lions Club of Panama from 2006 to 2008, is a member of the Panamanian Association of Business Executives (APEDE) since 2001, was President of the National Commission for Civic and Moral Values of Civic Clubs in the period (2012-2014) and Chief Commissioner of the National Council of the Concertation for the Development of Panama. He is currently Vice President of SUMARSE, the Corporate Social Responsibility Organization of Panama, President of the Business Forum Network and is Director of the Board of Directors of the Panamanian Institute of Corporate Governance, of which he was Founder. I held for 8 years the position of Senior Member of the Board of the International Financial Management Consortium, based in Washington D.C.
