Welmar Rosado, Ph.D.

Welmar Rosado is the Deputy Chief of Party of FAST. Previously he worked for Evercore Partners, and at the Public Sector Governance and Macroeconomics, Trade & Investment practice at the World Bank. He has implemented technical work on public finance and public financial management including public-private partnerships (PPP); modeling of fiscal transfers, fiscal federalism, fiscal space, macroeconomic resilience, and public debt. At DevTech, he was an economist for the Fiscal Balance Program review project for the Kingdom of Saudi Arabia, and the debt restructuring process of the Commonwealth of Puerto Rico. He has a PhD in social sciences from Caltech, focused on political economy of subnational public finance.
