Martin Skorczynski is Assistant Director for Emerging Technologies and Cybersecurity Research at the U.S. Government Accountability Office (GAO), where he architected GAO's cloud-based analytics infrastructure and leads a portfolio of artificial intelligence, emerging technologies, and enterprise data initiatives in partnership with GAO's data and IT leadership. His work focuses on technology horizon scanning and leveraging AI for insight, foresight, and oversight providing direct assistance to Congress while advancing GAO's capabilities in technology evaluation and adoption. He collaborates across the Legislative Branch through interagency working groups focused on AI and data interchange. Internationally, he engages with INTOSAI working groups on science, technology, and innovation. He has presented on AI governance, emerging technology auditing, and data privacy to supreme audit institutions, professional associations, and government ministries. His contributions to federal oversight methodology include GAO's AI Accountability Framework and the Joint Financial Management Improvement Program initiative on blockchain in the federal government. Martin holds a Master's degree in Operations Research from Southern Methodist University, bringing quantitative foundations in physics and operations research to technology foresight.
