Christopher Kaczmarski is a Specialist Leader at the Government & Public Services Practice of Deloitte. His professional background comprises over 25 years of continuous international service working in the capacity of key expert advisor, chief of party, and team leader in countries of Europe, the Middle East, and Asia-Pacific on complex technical assistance programs of leading international donor and financing institutions involving, decentralization, administrative reforms, public financial management, sustainable development, credit markets development and climate change adaptation finance. He holds an MS degree in Environmental Management and is a certified National Adaptation Planning (NAP) advisor under the Global Support Program of UNEP/UNDP. Before entering the field of international development, Christopher worked in the USA, where he advised municipalities of New England states on energy conservation and environmental protection projects development and financing. From 2010 to 2018, he served as a senior advisor in the UN Asia-Pacific regional hub in Bangkok, leading a range of local/urban development and climate adaptation finance initiatives. He has managed formulation, piloting, and global upscaling of innovative programs involving public and private sector financing for sub-national climate change adaptation with a diversification of available sources of finance and increased local sustainability. Christopher is also recognized as a pioneer of municipal bonds in the CEE region, bringing the first issue to the market in 1997 and introducing municipal creditworthiness assessment methodology applied at over 350 cities in Europe and adopted by key credit rating institutions and commercial banks.
