Mr. Orlando manages a program that works to strengthen economic and financial governance in nearly 50 developing countries worldwide. He served as the Senior Policy Advisor to the Director from 2009 to 2014. Prior to managing the program, he served for four years as the U.S. Treasury Resident Budget Advisor to the Ministry of Finance of Georgia (2004-2006) and the Ministry of Hacienda (Finance) of Costa Rica (2006-2008). In those positions he provided technical assistance in the areas of budgeting and planning, expenditure monitoring and reporting, and organizational development. Before joining the Office of Technical Assistance, he held staff and management positions with the U.S. Office of Management and Budget (1996-1999), the County of San Diego Government (2000-2002), and the District of Columbia Government (2002-2004). He was a Federal Presidential Management Fellow from 1996-1998. He holds a B.A. in Political Science and Communication Studies from the University of San Diego and a Master of Public Administration from the George Washington University. He completed graduate coursework in international relations at The Johns Hopkins University. He lives in Washington, D.C. with his wife and two children.
