David Lezhava

Mr. David Lezhava is the Public Policy Sector Director at Policy and Management Consulting Group (PMCG), with over 30 years of professional experience in public finance and economic development. At PMCG, Mr. Lezhava oversees all projects related to Public Finance Management.

Throughout his career, Mr. Lezhava has worked in various sectors, including private companies, non-governmental organizations, development institutions, and central banking. For this conference, his most relevant roles include his tenure at the International Monetary Fund (IMF) and the Ministry of Finance of Georgia.

From 2012 to 2016, as the Deputy Minister of Finance of Georgia, Mr. Lezhava was primarily responsible for Public Debt Management. In addition to this, he led the development of strategic documents and coordinated social and economic policy across all line ministries.

Prior to this, Mr. Lezhava served as Advisor to the Executive Director at the International Monetary Fund in Washington, D.C., representing Georgian authorities, facilitating IMF program implementation in Georgia, and reviewing IMF policy documents.

Mr. Lezhava holds a master’s degree in Development Economics from Williams College (USA) and a candidate’s degree in Physics from the Academy of Science of Georgia. He is fluent in Georgian, English, and Russian.
