Clare Kane 

Senior Program Officer for Infrastructure, Millennium Challenge Corporation
 

Clare Kane is a Senior Program Officer for Infrastructure at the Millennium Challenge Corporation (MCC), where she oversees more than $400 million in federal grants supporting infrastructure, transport, and community development programs across Nepal and Zambia. Clare previously worked on the Côte d'Ivoire, Niger, and Benin compacts as well. In this role, she manages the full project lifecycle — from planning and procurement to implementation — working closely with foreign ministries, local governments, and multilateral partners to align investments with national development priorities.

Prior to MCC, Clare spent six years at Jacobs Engineering, where she supported major infrastructure and environmental programs including the $10 billion Mobility35 Program with TxDOT and environmental review for large-scale water and transportation projects across the American West.

Clare holds dual master's degrees in Global Policy Studies and Energy and Earth Resources from the University of Texas at Austin's LBJ School and Jackson School of Geosciences. Her award-winning thesis examined disparate exposure to fine particulate air pollution in formerly redlined cities — specifically Chicago, Dallas, and Fort Worth — exploring how historical disinvestment in infrastructure has produced lasting environmental and public health inequities. She is a recipient of the Redford Award for Outstanding Research.

Drawing on her experience across government, consulting, and international development, Clare brings a practitioner's perspective to how strategic infrastructure investment can expand economic opportunity and strengthen communities both in the United States and around the world.
