Enrique Giraldo

With over 25 years of experience working with Ministries of Finance in Latin America on policy reform issues ranging from tax policy to social security to public expenditure system reforms for donors such as USAID, U.S. Department of Treasury and IDB, Mr. Giraldo has made, through his extensive technical and management experience, success stories of the projects under his charge and his advice highly valued. He possesses a unique ability to leverage his existing strong relationships within the Ministry of Finance, government, and with other donor counterparts in the country he has been assigned. Mr. Giraldo has also worked in comparable policy environments in Latin America, including Ecuador, Honduras, Paraguay, Nicaragua, Puerto Rico, El Salvador, Mexico and Colombia, conducting numerous consulting assignments and project management on topics including the restructuring of tax administrations, tax enforcement, tax policy, budget system modernization, public accounting reforms, government treasury modernization, public procurement system development and fiscal transparency initiatives.
