Mark Gallagher is with DevTech Systems, Inc. where he is Chief of Party of the USAID-funded worldwide Fiscal Accountability and Sustainable Trade project. Mark was an economist at USAID serving in Liberia, El Salvador, and Washington, DC. Mark also was an economist at the World Bank and a revenue advisor with the US Treasury Office of Technical Assistance. Mark has served as economic and fiscal adviser in more than  two dozen countries of Latin America, Africa, Middle East, Central Europe, and Asia and ten times as a USAID COP. Mark holds a PhD in economics, specializing in public sector, political economy, and macroeconomics, from George Mason University. He has been professor at Columbia University, St. John’s, George Mason, Central America University, and University of Jordan.  He speaks Spanish, German, and Portuguese.
