Mark Gallagher, Ph.D. is with DevTech Systems, Inc. where he is Chief of Party of the USAID Fiscal Accountability and Sustainable Trade (FAST) project. He also supervises the USAID/Indonesia Economic Growth Support Activity. Mr. Gallagher was an economist at USAID serving in Liberia, El Salvador, and Washington, DC. Previously, he was an economist at the World Bank and a revenue advisor as US Treasury Office of Technical Assistance. He has been a leader in public finance and macroeconomic policy and reform for three decades. He has developed methodologies and standards, led integrated and sophisticated reform projects, and been a key advisor for many fiscal reforms that have been implemented around the world. Mr. Gallagher has served as an economic and fiscal adviser in more than two dozen countries of Latin America, Africa, Middle East, Central Europe, and Asia and ten times as a USAID Chief of Party for economic and fiscal reform projects, including Angola, Bosnia and Herzegovina, Guatemala, El Salvador, Nicaragua, Tanzania, United States and Jordan. He holds a Ph.D. in economics, specializing in public sector, political economy, and macroeconomics, from George Mason University. Mr. Gallagher was a professor at Columbia University in NYC, St. John’s University, George Mason, Central America University, and University of Jordan. Mr. Gallagher has been an ICGFM Board Member for the past two years.
