Abigail Dunleavy

Abby Sanglay-Dunleavy has more than 25 years of experience working in Public Financial Management (PFM) in various capacities as an international consultant, multilateral donor staff and government oversight official. She is currently working as a Senior Manager for Tetra Tech International Development’s (formerly WYG) Governance, Security and Justice Practice, and prior to this she worked for Capita International Development as a Senior Consultant in-charge of PFM projects. Prior to moving to Ireland in 2008, Abby worked as Public Sector Analyst (full-time staff) and later on PFM consultant for the World Bank’s Poverty Reduction and Economic Management- East Asia and the Pacific Region (PREM-EASPR) for more than 4 years. She also worked for the Republic of the Philippines’ Department of Finance, handling a broad range of international and domestic policy and operational issues focusing on: (i) public sector finance and expenditure management; and (ii) public sector debt and risk management (contingent liabilities and private-public partnerships (PPP)). Abby has managed numerous PFM projects worldwide, across Asia, Eastern Europe, Sub-Saharan Africa and the Caribbean regions, and has successfully led tender preparations for development partners such as the World Bank, Asian Development Bank, African Development Bank, European Commission, and bilateral partners such as UK’s DfID and Australia’s DFAT. She has travelled extensively for project implementation, reviewing/evaluating project outcomes and delivering billable work as a PFM expert in countries such as Nigeria, Lesotho, Kosovo, Serbia, Ukraine, Belarus, Turkey, Cambodia and the Philippines. She holds a Masters in Public Policy (IMF Transition Economy Programme) from Japan’s National Graduate Institute for Policy Studies.
