Minister Hon. R. Matenokay Tingban 

Minister of Mines and Energy, Liberia
 

Hon. R. Matenokay Tingban is a Liberian mining engineer and public servant currently serving as Minister of Mines and Energy of the Republic of Liberia. Born on July 26, 1963, he holds a Bachelor of Science in Mining Engineering from the University of Liberia and has over 15 years of combined technical, administrative, and policy experience in the mineral and energy sectors.

As Minister, Hon. Tingban provides overall leadership and strategic direction for Liberia’s mineral and energy industries. His responsibilities include policy formulation and enforcement, licensing and mineral rights administration, regulatory oversight, institutional strengthening, and the promotion of transparency and accountability in concession management. He also leads reforms to modernize sector governance, decentralize services, and advance national energy planning to expand access, create job, improve reliability, and ensure that natural resources contribute to national development and community wellbeing.

His professional background spans mineral exploration, mine design, open-cast mining operations, environmental compliance, sustainable extraction practices, and resource governance. He has held several senior roles, including Geological Field Assistant, Mining Engineer, Environmental Site Supervisor, Assistant Director of Mines, Director of Mines, Acting Assistant Minister of Mines, and Deputy Minister for Operations (2021–2023). From 2005 to 2012, he represented Liberia as National Mining Expert to ECOWAS and the African Union.

Hon. Tingban also served as a Member of the House of Representatives, contributing to the Committee on Lands, Mines, Natural Resources & Environment, further strengthening his policy oversight and governance experience.
