Beryl H. (Berri) Davis

Director, Sikich; Managing Director, Financial Management and Assurance, U.S. Government Accountability Office (retired)

Berri Davis joined Sikich in October 2024 as a Director, following her retirement from the U.S. Government Accountability Office (GAO). Throughout her career, Berri has served in multiple aspects of financial audits, performance audits and evaluations, development of professional standards, and strategic and operational planning. In this new role at Sikich Berri is leveraging her extensive knowledge of government operations and industry standards and her significant expertise in financial systems and financial accounting to help ensure clients continue to benefit from best practices.   

Before joining Sikich, Berri served as the Managing Director of Financial Management and Assurance at GAO. During her career there, Berri oversaw financial and performance audits across a wide range of critical areas, including the financial statement audits of the Consolidated Financial Statements of the U.S. Government, the SEC, IRS, FDIC, CFPB, the Schedule of Federal Debt and Schedules of the Federal Government’s General Fund. Berri’s performance audits addressed improper payments, grants management, performance of Inspectors General, healthcare financial management, and state and local government financial oversight. Berri played a key role in the oversight of public funds related to recovery from the COVID-19 pandemic, identifying billions of dollars of improper payments to be returned to the federal government.

Berri represented GAO on the Professional Standards Committee of the International Organization of Supreme Audit Institutions (INTOSAI). INTOSAI develops and maintains the INTOSAI Framework of Professional Pronouncements (IFPP) and International Standards of Supreme Audit Institutions (ISSAIs). Here Berri promoted good governance, accountability, and transparency by helping the supreme auditing bodies of national governments in their establishment of professional standards and through knowledge sharing. 

Before joining GAO in 2011, Berri served as Vice President of Standards and Guidance at the Institute of Internal Auditors, where she helped shape best practices in international auditing and was responsible for the development of the International Professional Practices Framework (IPPF) for internal auditing.

Berri is a Certified Public Accountant, a Certified Internal Auditor, and a Certified Government Financial Manager. Berri has testified six times before Congress, including committees of both the House and the Senate.  C-SPAN interviewed Berri live for its Washington Journal, and Berri’s work has been covered by The Economist, The New York Times, The Washington Post, The Wall Street Journal, CBS News, ABC News, Fox News, and Federal News Radio. Throughout her career, Berri has been active in both professional and community-based associations and boards, including serving as President of the Florida Institute of CPAs and Chair of the Florida Board of Accountancy. Berri received the AGA’s Elmer Staats Award for Excellence in Government Financial Management in 2019.
