Uzma Ashraf Barton

Dr. Barton is a tax policy and administration specialist with over fifteen years of experience in fiscal and financial advisory, reform implementation, and capacity building. She is currently Principal Associate in Nathan’s Economic Policy and Governance Practice and provides technical support on Domestic Resource Mobilization, Public Financial Management, and Governance projects. She has previously worked with tax administration authorities, advised national governments, development finance institutions including the World Bank and Asian Development Bank and think tanks. Dr. Barton’s academic research is widely published. Her book Rethinking Finance (Kluwer 2017) explores issues of global financial instability and provides sustainable financing options. Her other academic research explores global governance issues, including development finance models. Ms. Barton has a PhD  in Financial Law and an LLM in Banking Law.
