Mario L. Started in DBM as a Bureau Director in 1990, then was promoted to Assistant Secretary and Undersecretary in 2000.

Public Expenditure Management: as Undersecretary for Budget Performance Monitoring and Evaluation, a new functional group I organized in DBM, I take the lead in the formulation of policies to strengthen M&E in the Philippine government, 2014 to date; as Undersecretary for Operations Group in DBM, I managed and directed annual budget preparation and execution; reviewed and approved budgets, organization, staffing and compensation of implementing agencies; initiated the organization of Account Management Teams to address recurring expenditure shortfalls of the spending agencies; participated in preparing the annual and medium-term macroeconomic parameters and expenditure program (MTEF), as well as in designing and implementation of various public expenditure reform programs, 2000-2013; as Assistant Secretary/Director, I reviewed and approved budgets and staffing of spending agencies under the General Public Sector, and later, of government-owned and controlled corporations, and budgets for the local government units, 1990-2000; General Management as Undersecretary, I supervised six budget and management bureaus under the Operations Group and 16 regional offices of DBM, 2000-2013. Administrator, Virginia Tobacco Fuelwood Corporation, 1980-1986; Director, National Council on Integrated Area Development, 1989-1990. Policy Making: member of the Board of Directors/ Trustees in various government corporations in housing, rail, hospitals, old central bank, 1998- to date; Project Officer/ Trainor: prepared feasibility studies, training designs and managed training programs in the Development Academy of the Philippines, 1974-75.
