Lori Fleming, Individual Member, United States
Lori B Fleming is an advisor for the United States Treasury Office of Technical Assistance. For the past 7 plus years she has been working as a resident advisor in Honduras where she worked on a variety of issues to improve the accounting and public financial management of the Government of Honduras. She provided technical assistance to the General Accounting of the Republic on the implementation in International Public Sector Accounting Standards. Most recently she has worked with the General Budget Directorate and Treasury of the Government of Honduras through the Millennium Challenge Corporation Threshold Agreement. This technical assistance included work on improvements to budget execution reporting, budget formulation through the creation of baseline budget data and medium-term planning using fiscal impact analysis. She also worked on improving the timeliness of payments to vendors by working with public institutions, the agency in charge of purchasing and the treasury to improve procedures and controls in the payment process.
Before working for the United States Treasury, Lori was the Finance Director for the cities of Columbia Missouri and Peoria Illinois where she was responsible for budgeting, capital planning, debt management, pension administration, accounting, treasury management, purchasing and risk management functions.
Lori has a B.S. in Accounting and Management Information Systems and a Masters in Accounting. She has successfully passed the CPA exam. She was one of the first Finance Directors in Missouri to obtain the status of Certified Public Financial Officer from the Government Financial Officers Association.
