Geoff Luiz

Geoffrey (Geoff) Luiz is an audit partner and Public Sector Local Audit Practice Lead at Grant Thornton LLP serving primarily federal clients. Prior to joining Grant Thornton in 2010, Geoff worked as an auditor for KPMG and PwC. He has 15 years of experience related to government financial statement audits and performance audits conducted under Generally Accepted Government Auditing Standards (GAGAS), issued by the United States Government Accountability Office (GAO), as well as financial management advisory experience focused on internal control. 

Geoff has served numerous clients from across the U.S. Federal government in both assurance and advisory capacities, including the Social Security Administration, Office of Personnel Management, Federal Communications Commission, Federal Deposit Insurance Corporation,  Department of Veterans Affairs, Department of Health and Human Services, Department of the Treasury, General Services Administration, Department of the Interior, as well as the Defense Finance and Accounting Service, Defense Contract Management Agency, Washington Headquarters Services and the United States Special Operations Command within the Department of Defense.  Geoff has also served private-sector clients and non-governmental organizations including The Global Fund.  

In 2013 and 2014, Geoff was one of approximately 60 senior manager and director participants, representing over 30 Grant Thornton International (GTI) member firms, in the GTI Advanced Manager Programme (AMP).  The sessions involved travel to Madrid and Bangkok as well as a 6 month long project working closely with teammates based in Spain, France, Cyprus, Botswana and The Philippines.  Geoff also represented the Grant Thornton U.S. firm and co-led the GTI Public Sector Audit Subgroup, leading meetings with 8 member firms including the United Kingdom, Canada, the United Arab Emirates, France, South Africa, India and Australia.  

Geoff has been a member of the ICGFM since 2013 and has served on the Ad Hoc Committee on International Auditing Standards and the Committee on Overseas Programs.  He also led the 2017 Public Financial Management Survey “Citizen Engagement and Public Financial Management”.  Geoff has also been a member of the Association of Government Accountants (AGA) and has served on the board of the Baltimore chapter since 2010.  

Geoff holds a BS in Accounting and a BS in General Business with an International Concentration from the University of Maryland. He is a Certified Public Accountant (Maryland, Washington D.C., and Virginia), and a Certified Information Systems Auditor (CISA).
