Public Financial Management in the Era of “The New Normal”

 

The economic realities resulting from the worst financial crisis in 70 years are commonly referred to as the New Normal. Public financial managers can learn how these new realities affect their responsibilities.

During the first three days, the key themes and topics that will be addressed include:


· Expenditure management in a new economic environment

· New techniques in bringing transparency to public finance

· Debt management challenges

· The expanding role and increasing responsibilities of public auditors

· Addressing a post-stimulus environment

· The impact on reform programs of the financial crisis

· Stimulating private sector investment

The ICGFM Miami conference will provide participants with an opportunity to learn from fellow practitioners. They can hear from development partners on how they are responding to new priorities. Opportunities will exist to interact with colleagues on best practices and practical lessons being learned. 

The final two-days of the event will focus on the technical aspects of public financial management through a series of workshops. Specific topics will be announced shortly. Join government leaders, public financial management experts, international donors and program managers at the 23rd ICGFM Conference. ICGFM was established over two decades ago to serve as an international forum for public sector financial managers with an emphasis on developing countries.

The recession has affected developed and developing countries throughout the Americas, causing budget shortfalls and growing demands for public services and development partner support.  These fiscal problems have stimulated interest in professional financial management and demands for more accountability for governments and donors alike.  Our speakers will discuss their experiences enhancing accountability and transparency within two leading institutions focused on economic and social development in the Americas.  The format for the discussion will be moderated questions and answers. 

Mrs. Fealing, C.G.A, C.G.F.M., has served as Inspector General of the Organization of American States since July 1998 after serving as Deputy Inspector General for more than three years.  Mrs. Fealing retired from the Government of Canada on completion of a career as an Income Tax Auditor prior to assuming her appointment with the OAS.  ICGFM is very proud to have Mrs. Fealing as our new President-elect.

Alan Siegfried, CPA, CIA, CISA, CFSA. CCSA, CGAP, CBA, CITP, CSP, has more than thirty years of private and public sector experience in accounting, internal auditing, risk management, internal controls, information technology auditing processes, operations, and business processes and strategy.  Mr. Siegfried holds a bachelor's degree in information systems management, with a minor in accounting from King's College, as well as an MBA with a concentration in management science from the University of Maryland, Smith School of Business. He also holds multiple professional certifications, is a Board and Audit Committee Chairman for Bon Secours Health System in Baltimore, an Adjunct Professor of Internal Auditing at the University of Maryland, Smith School of Business, Masters Program, a member of the IIA’s Board of Regents and is the Chairman of the IIA’s North American Board.  Previous to joining the IDB, Mr. Siegfried was an internal audit partner at Ernst & Young LLP and Grant Thornton LLP. He has also served as Regional Director of Enterprise Risk Services at Deloitte & Touche LLP, and as Vice President and Information Systems Audit Director, as well as Senior Vice President and General Auditor for First Maryland Bancorp. His public sector tenure includes work with the U.S. General Accounting Office and the U.S. General Services Administration, where he held management-level positions in auditing.

 

Mr. Nummy is an Executive Director with Grant Thornton’s Global Public Sector practice, located in Alexandria, Va.  He works in the International practice.  He has also served as Managing Director for Fiscal Accountability at the Millennium Challenge Corporation and as CFO and then Senior Advisor for Budget Policy and Management with the U.S. Department of Treasury.
